Scalze felt that the Council would consider such requests in <br />relation with the City's Redevelopment Plan for Rice Street. <br />Fahey noted that Council would look at any major construction project <br />that adds value to the City taking into consideration the particular location. <br />Fahey felt a lar~;e development proposal had more merit than four small <br />buildings. LaValle indicated that the issue is development quality. <br />Fahey stated that he did not want to see a piecemeal redevelopment, and <br />that is how the Reiling/Drake proposal appears versus the Perry Linn <br />proposal. <br />Reilin~ stated that he is not sure why separate buildings were considered <br />to be piecemeal, and pointed out that the buildings would meet the City's <br />architectural guidelines. Drake pointed out that the City already has two <br />strip malls which have vacancies. <br />Fahey pointed out that the Linn proposal would be half tire company and <br />half retail space. <br />The Administrator asked if Reiling and Drake had financing in place to <br />complete their redevelopment plans. Reiling replied that they did. <br />Fahey felt that the City should proceed to obtain appraisals as well as <br />begin drafting a development agreement relative to Perry Linn's proposal. <br />Drake pointed out that they have applied for a buildin~ permit to replace <br />the roof on the car wash. Drake asked iFthe City would move forward <br />with issuance of that permit since it does not appear they will be able to <br />move forward on the coffee shop. <br />Fahey questioned whether or not it made sense to permit permanent <br />improvements to properties that the City may be ultimately acquiring since <br />these improvements will only add value to the property. Fahey asked if <br />the City could declare a moratorium on the issuance of buildin~ permits <br />for this property until it determines whether or not the City will proceed to <br />acquire it. Fahey acknowledged that permits addressin~ improvements for <br />essential public safety would have to be issued. <br />The City Attorney replied that the City can adopt a moratorium ordinance. <br />The Attorney also acknowledged receipt of a letter from an attorney <br />representing Reiling and Drake relative to the handling of his clients' <br />requests. The City Attorney did not feel there was merit to the concerns <br />raised. <br />
