MINUTES <br />CITY COUNCIL <br />APRIL 14, 1999 <br />would be prepared to break ground on the development in the fall if the <br />site could be assembled. Allen reported that his firm is a willing <br />developer and could construct a project the City would be proud of. <br />However, they are looking to the City to put the site together. <br />Fahey suggested that the Council obtain the opinion of both the City <br />Planner and Maxwell Group. Fahey stated that the concept presented by <br />Allen appears to have merit at this point. However, if Maxwell Group and <br />the Planner feel this is an ideal site far a hotel development, than the <br />Council would have to reassess at that point. <br />LaValle asked ifproperty appraisals for this area should be updated. The <br />Administrator suggested that before appraisals are updated, he would <br />recommend that the City determine who is willing to sell and at what <br />price. The opinion of the City Planner and Maxwell Group will also be <br />sought on what is the highest and best use of the property. <br />Fahey asked if Allen should be talking to the property owners rather than <br />the City. Allen suggested that the City should be making the contact. If <br />there are unwilling sellers, then the Council will have to make a decision <br />whether or not the City will assist in assembling the site. Allen also <br />pointed out the tax benefits to property owners under voluntary <br />condemnation. <br />Quirin asked when the City would know about the potential office <br />development on the north site. Quirin felt this information may impact the <br />way the south site is developed. <br />LaValle pointed out that the office building being proposed for the north <br />site is not a Class A office project. Building costs for that development <br />would be lower than a Class A building due to the needs of the tenant. <br />The City Administrator reported that office use would be a higher <br />intensity use than would office/showroom. The office use being proposed <br />would have an estimated market value of $65 per square foot, while office <br />showroom would be at $35 per square foot. <br />Fahey pointed out that this is why the City needs to pursue the office use <br />on the north site first. <br />Elaine Zoch pointed out that when the area was rezoned, the residential <br />property owners requested that the Country Drive properties not have <br />access to Condit Street. The City Administrator pointed out that the <br />concept proposal before the Council tonight does not provide for Condit <br />access. <br />
