MINUTES <br />CITY COUNCIL <br />APRIL 27, 1999 <br />Director is lookin~ at the possibility of a turn lane on Country Drive to <br />Little Canada Road as well as a traffic signal at Owasso Blvd. and Rice <br />Street. <br />The Administrator reported that he has contacted Don Ga~ne regarding the <br />sale of his property for the John Allen development proposal. Fahey <br />stated that he would like to see the Allen proposal move forward if the <br />property owners on the southern portion of Country Drive are interested in <br />selling. <br />Don Gagne reported that he is interested in selling his property. However, <br />he indicated that he and the City are far away from agreeing on price. <br />Gagne also commented that he did not think office/showroom was the best <br />use for the site. Gagne reported that this has been a good area to live, and <br />he would have diff'iculty finding a similar site. Gagne reported that he got <br />more money for his property ten years ago and he has paid ten years <br />additional taxes on this property. Gagne reported that he is having his <br />property appraised, and if his appraisal is close to what the City is saying <br />the property is worth, then maybe he and the City can come to terms. <br />Otherwise, it would not make sense for him to move. <br />Fahey pointed out that the clock is running on the City's ability to <br />participate in the redevelopment of this area. <br />Scalze stated that the property will develop some day. Scalze indicated <br />that unfortunately the past practices in Little Canada from 20 to 30 years <br />a~o are determining what is happening today. <br />Ga~;ne reported that his is the last piece of vacant land along 35E between <br />the State Capitol and 694. Gagne agreed that sooner or later it will <br />develop. Gagne felt that developing the site with office/showroom would <br />not be developing it to its full potential. <br />Morelan agreed, and stated that he would like to see a hotel on the site, <br />and indicated that he is usually the one who is willing to wait. However, <br />the loss of the ability to provide TIF assistance will be di~cult to <br />overcome. <br />Fahey agreed that without TIF, the City will lose the ability to write down <br />costs and everything will have to be funded by the developer. Fahey <br />stated that he would be reluctant to put general taxation dollars into a <br />project. <br />19 <br />
