MINUTES <br />CITY COUNCIL <br />APRIL 27, 1999 <br />300 LITTLE recommended approval of the CUP. <br />CANADA ROAD <br />The City Planner reported that the application is technica(ly incomplete <br />since U.S. West has not submitted a screening plan for the tower. The <br />Planner suggested, however, that the City Council could act on the CUP <br />request subject to submission of a satisfactory screenin~; plan. <br />Fahey noted that staff appears satisfied that there are no alternative sites <br />for this tower that the City would prefer. He also asked if a 75-foot tower <br />height would accommodate another user. <br />Pedersen asked if U. S. West would build the tower to a 75-foot height or if <br />they would build it so it could be expanded to a 75-foot height. Scalze <br />asked how the City would ensure that U.S. West would allow another <br />carrier to locate on this tower. <br />The City Planner commented that there is no way the City could be <br />absolutely certain that U.S. West would allow another carrier on the tower. <br />However, if you look at existin~ towers, many of them have more than <br />one carrier. Therefore, co-location requirements appear to be working. <br />Pedersen suggested that other carriers may have towers in other locations <br />that U.S. West may wish to locate on. Therefore, it is in the best interests <br />of all carriers to work together. <br />Ken Nielsen, U.S. West, reported that their official policy is to work with <br />other carriers and to provide for co-locations. <br />Pedersen asked if the tower is constructed at 55 to 58 feet with the <br />possibility of expanding to 75 feet, if the tower would look like there is a <br />piece missin~. <br />Nielsen reported that the tower would look normal, and would follow the <br />taper required for a 75-foot tower. The tower would be constructed in <br />sections with the ability to add a final section to expand the tower to the <br />75-foot maximum height. <br />With regard to the screening issue, Nielsen asked if the Council would <br />designate a member of staffthe responsibility ofworking with U.S. West <br />on the screening issue. Given the existing ve~etation in the area, Nielsen <br />reported that he did not feel additional screening would be necessary. <br />Nielsen suggested that the Councit al(ow the tower to be constructed, and <br />once done, a staff inember could determine whether or not additional <br />screenin~; should be installed. If so, U.S. West would comply with <br />screening requirements. <br />
