MINUTES <br />CITY COUNCIL <br />APRIL 27, 1999 <br />TWIN LAKE Len Pratt, Pratt Homes. <br />PINES ADDITION <br />The City Administrator reviewed his memo dated April 23`d in which he <br />outlines the issues related to the Twin Lake Pines Addition. The <br />Administrator recommended that action on the preliminary plat be tabled <br />until such time as more information is obtained from the City of Vadnais <br />Heights on their water main study for the area. <br />Mr. Chuck Plowe, engineer for Pratt Homes, reported that they have tried <br />to address the issues raised relative to the Twin Lake Pines Addition plat. <br />Plowe reported that they have had meetings with the City of Vadnais <br />Heights and are working on ajoint powers a~reement between Little <br />Canada and Vadnais Hei~hts addressing issues of joint concern to the two <br />cities. Plowe reported that he and Len Pratt are aggressively pursuing the <br />water main issue with the City of Vadnais Heights. They have proposed a <br />water main loop system to Vadnais Heights and are discussing the <br />feasibility of this system with them. <br />Fahey pointed out that the developers have seen the recommendations of <br />Little Canada's consultants, and suggested that they work within the <br />parameters of those recommendations. <br />Plowe su~gested that tabling action on the preliminary plat would be in <br />everyone's best interests as this point. <br />Len Pratt appeared before the Council and suggested that it would be in <br />everyone's best interests to explore all the options relative to water service <br />to the Twin Lake Pines Addition. Pratt suggested that the message be sent <br />to Vadnais Heights that this plat can proceed without water main from <br />Vadnais Heights if necessary. Pratt reported that the Mayor of Vadnais <br />Heights has directed city staff to work to get the issues resolved; however, <br />when he then meets with the Vadnais staff he wonders if they heard the <br />same message that he did. <br />Pratt stated that he has an issue with making Vadnais think they are the <br />only source for water service. Pratt stated that he knows the Mayor is <br />concerned about this working out favorably for both communities. Pratt <br />stated that he would like Vadnais to know that in one way or another the <br />plat will get done. <br />Morelan asked if water service could come directly from Little Canada if <br />an agreement cannot be worked out with Vadnais Hei~hts. Pratt replied <br />that it could. <br />
