MINUTES <br />CITY COUNCIL <br />APRIL 27, 1999 <br />Morelan suggested it was ridiculous to have a plat which crosses City <br />boundaries, and suggested that Little Canada annex the land that lies in <br />Vadnais Hei~;hts. <br />Pratt reported that he has attempted to be civil in his dealings with <br />Vadnais. Pratt noted that as part of the Mitchell Preserve plat he was <br />required to brin~ water main to the Little Canada boundary. The Vadnais <br />Heights City Engineer approved this design; however, now they are <br />indicating that a City-wide study of their water system is necessary. <br />Fahey indicated that Little Canada would like to work with Vadnais <br />Heights on tlie water main issue. That would be the City's first goal. <br />Fahey suggested it may be simpler for Little Canada to annex the portion <br />of this plat that is in Little Canada. <br />Pratt reported that the Vadnais Heights City Planner had su~gested <br />annexation and Pratt indicated that he was in favor of it. However, The <br />Vadnais City Administrator was not in favor of this option. The City <br />Administrator reported that he discussed the annexation issue with the <br />Vadnais Administrator who said he was not interested. <br />Scalze pointed out that there are four lots within the plat which are <br />partially in both cities. Scalze suggested that two ofthe lots be annexed to <br />Vadnais Heights and the other two to Little Canada. <br />The City Attorney indicated that a voluntary annexation between two <br />cities would be possible, however, an adversarial proceeding would be <br />expensive and may not be approved. <br />The Administrator reported that Vadnais' Administrator would like the <br />three lots in the City of Vadnais Heights based on the location of building <br />pads. Morelan pointed out that the city portion of tax dollars would be <br />relatively small, and pointed out that there could be confusion on which <br />city provides services to a lot that lies across city boundary lines. <br />Pratt reported that his interpretation of the situation is that Vadnais <br />Hei~hts needs to know that there are options other than obtaining water <br />fi~om their city. Pratt also indicated that he needs to go directly to <br />Vadnais' elected officials. <br />Scalze pointed out that the loop system being considered would run water <br />main through the Twin Lake area in Little Canada. Scalze expressed <br />concern about forcing water main on these homes, and su~;gested that an <br />option would be to allow wells in the Twin Lake Pines addition. <br />io <br />
