MINUTES CITY COUNCIL MAY 25, 1999 Pedersen stated that he did not oppose creating options for people who want to live on a private road. Pedersen asked iFgated communities are something that the City wants to have. Fahey asked what the compellin~ reason was to have a private street and a homeowners association. Fahey pointed out that this is a dead-end street that would be used by very few people. LeTendra felt that the private development would be more appealing to the type of buyer they are looking for. Scalze pointed out that the Parks & Recreation Commission has not yet made a decision on the issue of public access to the wetland area. Scalze also indicated that she lives on a long cul-de-sac and there are very few people driving into her neighborhood other than those who live there. LaValle pointed out that Sunset Court is a long cul-de-sac with very expensive homes. This is a public street and there have been no problems with access into this nei~hborhood. LaValle did not feel it would be good City policy to allow a private street for a single-family neighborhood. The Council indicated, however, that they did not oppose the 1,500-foot cul-de-sac length. Mr. LaValle introduced the following resolution and moved its adoption: RESOI. UTION NO. 99-5-1 l9 -APPROVINC THE CONCEPT FOR THE PALMEN OVERLOOKADDITION SUI3JECT TO THE RECOMMENDATIONS OF THE CITY PLANNER, CITY ENCINEER, AND PUI3I,IC WORKS DIRECTOR, SUI3JECT TO THE STREET 73EING A PUI37.IC STREET, AND SU73.IECT TO THE RECOMMENDATIONS OF TFIE PARKS & RECREATION COMMIS.SION WITH REGARD TO PARK CHARGE The foregoing resolution was duly seconded by Pedersen. Ayes (4) LaValle, Pedersen, Scalze, Fahey. Nays (0). Resolution declared adopted. REZONING Fahey opened the Public Hearing to consider the Rezoning from B-3 to & CUP FOR B-2 and Conditional Use Permit to allow the consttuction and operation CAR WASH of a car wash at the Cit~;o Station at 300 Little Canada Road as requested CITGO by James Brandl. The Planning Commission has recommended approval STATION of the Rezoning and CUP subject to the recommendations of the City Planner and subject to submission of a detailed sa•eening and landscaping plan.
