MINUTES <br />CITY COUNCIL <br />JUNE 8, 1999 <br />Pedersen pointed out that if the City needed information on before and <br />after assessments for use in reconsidering its assessment policy, a more <br />generic situation would result in more usable information. <br />Morelan pointed out that the amount of assessments to other property <br />owners on Minnesota Avenue is dependent on the assessment to <br />Cobblestone Village. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOI.IITION NO. 99-G-136 - INSTRUCTING CITY STAFF TO <br />073TAIN ADDITIONAL QUOTES FOR A 73EFORE AND AFTER <br />APPRAISAI, OF THE COI373LESTONE VILI.AGE ASSESSMENT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (2) Morelan, Scalze. <br />Nays (3) Fahey, LaValle, Pedersen. Resolution denied. <br />Ray Thul, President of Cobblestone Village Townhome Association, <br />asked when they will know about the assessment and the process involved. <br />The Administrator explained that once project costs are known, an <br />assessment estimaYe will be calculated and then a public hearing held to <br />discuss the proposed assessment with affected property owners. That <br />hearing is likely to be held in October. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOI,UTIONNO. 99-6-137-ACCEPTING THE <br />RECOMMENDATION OF CITY STAFF NOT TO PROCEED WLTH <br />THE I3EFORE AND AFTER APPRAISAI. FOR THE <br />C073137.ESTONE VILLAGE ASSESSMENT, RATHER RELYING ON <br />THE INITIAI, ESTIMATE OFMR PETERSEN THAT THIS <br />AS.SE.SSMENT I.EVEL IS.SDPPORTAI3I.E, AND TO PROCEED <br />WITH THE CONCEPT TO A.S.SESS THE MINNESOT,9 AVENUE <br />IMPROVEMENT ON THE 13ASl.S OF FRONT FOOTAGE WITH <br />THE INDICATION THAT THE ACTUAL ASSESSMENT WILI, BE <br />PROPOSED AT THE TIME FINAI, COSTS ARE IN <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Morelan, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />
