MINUTES <br />CITY COUNCIL <br />AUGUST 11, 1999 <br />Fahey suggested that the issue is whether a storm shelter 1'/2 miles away from <br />the mobilehome park was adequate. It was noted that it may be difficult for <br />people with young children, the elderly, or people without cars to get to the Old <br />Fire Hall. <br />Morelan suggested that the shelter be opened during storm watches that usually <br />precede warnings. That would give people more time to get to the shelter. <br />Smiley su~gested that people may not leave their homes for a watch and <br />typically do not leave until the sirens go off <br />Fahey noted that the conclusion in 1989 was that the Old Fire Hall was an <br />adequate storm shelter for North Star Estates. <br />Morelan stated that he would like to know what the residents at the mobilehome <br />park have to say about this issue. Fahey a~ain reiterated the history of the <br />discussions that occurred in 1989 on this issue. Fahey stated that the City <br />should request North Star Estates to amend their storm shelter plan ~iven that <br />the County Garage is not available. Once that plan is received, the Council will <br />review it and act on it. <br />LaValle pointed out on the existence of on-site storm shelters in other cities. It <br />was also noted that Five Star Estates in Vadnais Heights is constructing an on- <br />site shelter. The City Attorney reported that the City can require the <br />construction of an on-site shelter if there is not one within reasonable distance <br />from the park. <br />Pedersen suggested that the Old Fire Hall might be a reasonable distance to the <br />residents who have a car, but not for those who don't. <br />Morelan suggested that there may be alternatives available, such as using some <br />of the existing buildin~s in the area. <br />Morelan suggested that North Star be asked for a revised plan and informed that <br />if one is not submitted, the City will turn the matter over to the State. The <br />Council also indicated that the plan for 3020 Rice Street should be revised to <br />address handicapped access. <br />Fahey requested that the Emer~ency Services Director bring the matter back to a <br />future Council meeting with additional information on on-site storm shelters <br />being constructed in other cities as well as revised plans from North Star and <br />3020. <br />CONSENT Mr. LaValle introduced the following resolution and moved its adoption: <br />AGENDA <br />16 <br />
