MINUTES <br />CITY COUNCIL <br />AUGUST il, 1999 <br />The City Attorney recommended that the Council ~o on record as indicating that <br />the use of the property being made by Benchmark Auto is not a legally <br />conformin~ use. Therefore, this use is not grandfathered in under the City's <br />existin~ ordinances. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RE.SOI. The <br />meeting was reconvened at 10:00 P.M. <br />STORM Don Smiley, Emergency Services Director, presented a report to the Council <br />SHELTER relating to the storm shelter plans for each of the City's mobilehome parks. <br />ISSUES It was noted that the Ramsey County Garage is no longer available as a storm <br />shelter. Therefore, the plan for North Star Estates is not viable. There is also <br />problem with the plan for 3020 Rice Street with regard to handicapped <br />accessibility for their desi~nated storm shelter. <br />Fahey relayed the history of the last Council discussion relative to the <br />improvement of an on-site storm shelter in North Star Estates. While a <br />mobilehome park lobbying group was pushing for an on-site shelter, the <br />residents were opposed to it once they found out that their lot rents would <br />increase to pay for the shelter. At that time the Council accepted the plan that <br />both the Old Fire Hall and Ramsey County Garage would serve as storm shelter <br />sites for North Star Estates. <br />The Council discussed the usage that the Old Fire Hall gets during storm <br />warnings. Smiley reported that the two this summer resulted in between 20 and <br />30 people at the Old Fire Hall. It was noted that there are over 400 residents of <br />the park, and Morelan suggested that if there was an on-site shelter there would <br />be a lar~er number of people making use of the storm shelter. <br />15 <br />
