MINUTE5 <br />CITY COUNCIL <br />AUGUST 25, 1999 <br />improvement. <br />Morelan asked who would pay for the improvement. The City <br />Administrator stated that typically if an improvement is initiated by a <br />developer, it is paid for by the developer. If a public improvement is <br />undertaken, then the City assesses the cost to the benefiting properties and <br />the City's assessment policy could apply. <br />Morelan pointed out that the assessment policy addresses reconstruction <br />and not new construction. <br />Fahey again indicated that he did not think there would be two property <br />owners in favor of the improvement of Allan Avenue, and indicated that <br />the City will need to initiate the improvement. <br />Scalze noted that under the assessment policy the corner lots fronting on <br />Greenbrier would be assessed 20% of their side lot depth. <br />Fahey stated that he was not in favor of the variance and felt the road <br />improvement was needed. <br />The City Administrator suggested that the options the City has for <br />assessing the cost would be to apply the assessment policy to all lots, or <br />assess the full cost of Allan Avenue to the two lots which would benefit by <br />the improvement without assessment to the corner lots, or apply the <br />assessment policy to the two lots off Greenbrier with the undeveloped lots <br />picking up the remainder of the costs. <br />Morelan agreed that the road should go in and suggested that perhaps <br />Sorenson should pay for it. Morelan did not feel the corner lots benefited <br />at all from the improvement, therefore, should not be assessed. <br />Ed Inman stated that he was not opposed to the improvement of Allan <br />Avenue. He indicated that if Allan Avenue were extended further east <br />into his property, he may be able to develop two lots. <br />Fahey suggested that the City staff would have to look at the possibility of <br />extending Allan Avenue further east considering the length of the road, <br />ending i`t with a cul-de-sac, the number of lots which could be developed, <br />etc. <br />Scalze pointed out that the right-of-way for this portion of Allan Avenue is <br />66 feet. Residential street have a standard of 50 feet of right-of-way; <br />therefore, it will be possible to vacate some of this right-of-way. <br />12 <br />
