MINUTES <br />CITY COUNCIL <br />AUGUST 25, 1999 <br />Steve Hiland, 2976 Greenbrier, stated that he has no objection to Atlan <br />Avenue being improved. However, he suggested that when the area to the <br />east is developed that the street goes out to LaBore Road. Hiland felt this <br />was preferable from a security standpoint. Hiland felt that a <br />comprehensive plan should be put together for the area, and again stressed <br />that access to LaBore Road was needed. <br />Dennis Eichorn stated that he owned the lot opposite Mr. Sorenson's lot <br />and that he was opposed to the improvement of Allan Avenue. Eichorn <br />felt there will be a lot of traffic once the road is improved along with the <br />property to the east. Eichorn was also concemed about the cost of the <br />improvement and who would pay for it. <br />Fahey suggested that if the improvement went in, it would be likely that <br />the Eichorn property would be assessed. However, it is difficult to answer <br />the question at this point until the extent of the development is identified <br />and improvement costs are known. <br />The City Administrator pointed out that property owners being assessed <br />have the option of deferring assessments until their property is developed. <br />However, interest continues to accrue on deferred assessments. <br />Eichorn asked how the improvement would affect his property taxes. He <br />suggestecl that with assessments and additional property taxes he may be <br />forced tc> sell the property. <br />Fahey agreed that this has happened in the past and is one of the <br />downsides when development occurs that property owners do not want. <br />Morelan stated that he does not feel comfortable telling a property owner <br />they must develop their property. Morelan suggested that if Mr. Sorenson <br />wants to develop, then he should pay for the cost of the road. Morelan <br />pointed out that Mr. Sorenson wants to develop, he would benefit from the <br />road, and the other property owners are not interested in developing. <br />Unless Sorenson comes to an agreement with his neighbors on sharing the <br />cost of the road, Morelan suggested that he pay the entire cost. <br />Fahey sug~ested that the Council call for a feasibility report and an update <br />of the thoroughfare plan for the area. Fahey felt that the Council should <br />look at the alternatives available for improving Allan Avenue so that a <br />portion of the Inman property could be developed. <br />Fahey suggested that a feasibility report be ordered as well as an updated <br />thoroughfare plan for a staged development of the property to the east. <br />13 <br />
