MINUTES <br />CITY COUNCIL <br />AUGUST 25, 1999 <br />CUP - 209 RYAN Fahey opened the public hearing to consider a Conditional Use Permit <br />DRIVE - for open and outdoor storage of equipment and materials as an accessory <br />ROGER STANKE use as well as a Variance from the 40-foot required front yard setback to a <br />28 foot front yard setback to accommodate exterior storage at 209 Ryan <br />Drive as requested by Roger Stanke. It was noted that the Planning <br />Commission has recommended approval of the CUP, but denial of the <br />Variance given that no hardship exists. <br />Roger Stanke appeared before the Council and reported that he is planning <br />a 64 to 72 foot addition on to the west end of his existin~ building. Stanke <br />reported that he added onto his building back in 1989, and at that time he <br />was required to pave his parking area. However, due the expense <br />associated with installation of a sprinkler system in the building, he was <br />not able to do the paving. Stanke reported that he has a contractor lined up <br />to complete the paving at this time, and the work should be done by the <br />middle of September. He also has a contractor scheduled to do the <br />landscaging work needed on the site. Stanke further reported that he will <br />be mov~ng his existing fence further north onto the property. <br />Stanke reported that he requested a variance because he rents a portion of <br />his property to someone for the parking of semi-trucks. The length of <br />these trucks cause them to extend into the required front yard setback. <br />However, once the buitding is added onto, the semi-truck parking would <br />be eliminated. Stanke reported that as part of the buildin~ addition, would <br />like to request a variance so that he can constnzct the addition to within <br />five feet, of his northerly property line. He also noted that he plans to <br />screen his outdoor storage with evergreen trees. <br />Stanke pointed out the businesses along the north side of Ryan Drive, and <br />suggested that the City coordinate something so that the fencing for these <br />three businesses is consistent. Stanke also pointed out that if he moved his <br />fence and used it for screening, he would lose 40% of his lot. Therefore, <br />he is planning to screen with evergreens. <br />Stanke stated that he was concerned about the setback variance he would <br />need for the building addition. <br />Fahey pointed out that Stanke would need to apply for a variance and also <br />that a hardship would be necessary to justify the City's approval of a <br />variance. Fahey stated that with the experience that the City is currently <br />have with re~ard to code enforcement issues in the Park, he would be <br />concerned that the building was becoming too large for the site. <br />lA <br />
