MINUTES CITY COUNCIL AUGUST 25, 1999 within one week, than the Administrator should make an offer of just compensation for the car wash site only. Mr. Fahey introduced the following resolution and moved its adoption: RESOL UTION NO. 99-8-228 - ESTAI37,ISHING JUST COMPENSATION, APPROVING THE APPRAISAL VAI, UE OF REAL PROPERTY, AND AUTHORIZING OFFER TO ACQUIRE PROPERTYAT 2600 RICE STREET, I.ITTLE CANADA, MINNESOTA The foregoing resolution was duly seconded by Mrs. Scalze. Ayes (5) Fahey, Scalze, Pedersen, Morelan, LaValle. Nays(0). Resolution declared adopted. PARKING The Council reviewed the Planner's report dated August 19, 1999 REQUIREMENTS regarding parking requirements in the City's various zoning districts. It was noted that the Planner indicated that a"proof of parking" clause would be acceptable wherein a property owner would be allowed to develop part of the parking in the interim if they could prove that the entire parking requirement was not necessary. The remaining portion of the parking requirement would be set aside as ~reen space and would not be required to be paved until deemed necessary. Morelan asked how the proof of parking wouid be enforced. The Planner suggested that it be handled as a Conditional Use Permit. The interim parking arrangement would be a condition of the CUP and the remaining parking would be required to be paved if it is apparent that it is needed. Mr. Morelan introduced the following resolution and moved its adoption: RESOL UTION NO. 99-8-229 - DIRECTING THE STAFF TO DRAFT THE APPROPRIATE ORDINANCE AMENDMENT RELATIVE TO PARKING REQUIREMENTS AS OUTI,INED IN THE PLANNER'S REPORT DATED AUGUST 19, 1999, AND WITH THE AMENDMENT TO I3E SUI3MITTED TO THE PLANNING COMMISSION FOR A RECOMMENDATION The foregoing resolution was duly seconded by Scalze.
