MINUTES
CITY COUNCIL
AUGUST 25,1999
Canada for the past 20 years and would like to remain in Little Canada.
R. J. MARCO/ The City Administrator reported that he has met with the owners of 2600
GOODYEAR Rice Street relative to the voluntary sale of their property. He noted that
PROJECT these individuals also own 2620 Rice Street as well as the land south of
UPDATE 2600 Rice Street adjacent to the pond. The Administrator reported that the
City and property owners are not a great deal apart on the issue of price.
He noted that there are consistency issues to be concerned with in dealing
for this property, and outlined the details of his offer for 2600 Rice Street.
The Administrator also indicated that he would like to include the other
two properties these individuals own at the same price they paid for the
land. However, he noted that the development a~reement between the
City and R. J. Marco Construction allows for the other two properties to
be exc(uded from the purchase if the price becomes excessive.
The City Administrator indicated that he will present a purchase
agreement and lease to the property owners and it will be up to them as to
whether or not they are willing to accept the price. If not, the City should
then move forward with the offer of just compensation for the property.
Fahey reported that he has discussed these negotiations with the City
Administrator and he agrees with his approach.
Morelan felt that the City Administrator has put together the best deal
possible while remaining consistent with how other property acquisitions
have been treated.
The City Administrator pointed out that the current development
a~reement with R. J. Marco requires the City's performance for
assembling the site, and that that site can exclude 2620 Rice Street as well
as the site south of the car wash property.
LaValle felt that 2620 Rice Street as well as the southern site should be
left out of the redevelopment project. Fahey stated that he was fine with
leaving these two parcels out as well. Fahey felt the City Administrator's
proposed offer was a~enerous one; and if the City cannot come to terms
with the property owners, then it should move on.
Morelan agreed. He noted that the car wash property is an eyesore and the
City should move forward with the redevelopment project.
Fahey felt the Administrator should continue discussions with the owners
of 2600 Rice Street, 2620 Rice Street, and the property immediately south
of the car wash site for a voluntary sale. If this sale cannot be ne~otiated
z6
