MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 1999 <br />be~an with the Fire Department Budget, with Scalze noting the $8,500 <br />increase from the 1999 Fire Department Budget. <br />The Fire Chief reported that the bulk of the increase was due to enhanced <br />training efforts through Anoka/Hennepin Community College. Other <br />increase related to equipment expenses, such as testing of ladders, etc. <br />The Council then reviewed the Parks & Recreation Budget. The <br />Administrator noted the increase in dollars budgeted for temporary <br />employees pointing out that last year's temporary employee salary figures <br />were low given the limited skating season. It was noted that the salary <br />expense for regular employees was increased to reflect additional hours <br />worked by the Park & Rec Program Assistants as well as salary step and <br />scale adjustments. <br />Morelan asked about the increase cost of operating supplies. The Public <br />Works Director responded that there is no one large item in this area to <br />account for the expense, but rather a combination of increased efforts to <br />maintain City facilities in a proper fashion. Additional dollars are also <br />being budgeted for contracting out some of the equipment repair and <br />maintenance work. <br />Morelan asked about the unfunded mandate on bleacher safety. The <br />Public Works Director indicated that the City is addressing this issue, <br />however, have not applied costs for upgrades to the Budget. The City <br />Administrator reported that the plan is to retrofit existin~ bleachers. This <br />cost will be allocated to the Capital Improvement Budget. The City has <br />until the year 2001 to address this problem, and given that type of <br />bleachers the City has, there is limited risk at this time. The Parks & Rec <br />Director reported that the Little Canada Recreation Association purchased <br />the four bleachers in Pioneer Park, and he has a commitment from them to <br />cover the cost of retrofitting these bleachers. <br />The City Administrator reported that he has more aggressively budgeted <br />building permit revenue for 2000 given some large projects that are <br />planned for next year. However, if there is a major economic downturn, <br />this is an area the City may have to address in the future. <br />Scalze noted the Administrator's recommendation to increase auto repair <br />license fees and asked what other cities are char~in~. The Administrator <br />reported that staff will do this research, however, recommended that Little <br />Canada's fee be increase to cover the time that staff spends relative to auto <br />repair businesses. <br />LaValle questioned increasin~ the auto repair license fee, noting that most <br />
