MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 1999 <br />of the code enforcement activity which is taking place is in Ryan <br />Industrial Park and there are a lot of other types of businesses in that park. <br />Scalze felt that the auto repair businesses should pay a license fee that <br />reflects the amount of staff time required by these businesses. <br />LaValle suggested that the Sheriff's Department should be inspecting <br />some of these properties. The Administrator indicated that requirin~ more <br />inspections by the Sheriff's Department will translate into higher Sheriff's <br />contract costs as well as will take time away from other policing services. <br />However, the Administrator agreed that the Sheriff"s Department does <br />have the opportunity to do code enforcement inspection while driving by <br />properties. The Administrator fizrther pointed out that just the nature of <br />the auto repair business requires more code enforcement action and <br />inspections. He indicated that the City has not and should be conducting <br />annual inspections of these businesses at the time of license renewal. <br />LaValle felt that this activity should not be limited to auto repair <br />businesses, and suggested that there be an annual fee associated with <br />Conditional Use Permits to cover inspections. LaValle indicated that he <br />did not know of any auto-related businesses outside of Ryan Industrial <br />Park which are a problem. <br />The Administrator suggested that the Council be provided with more <br />information on this issue at a future budget workshop meeting. This will <br />inciude a auto repair license fee comparison of the surrounding cities. <br />Council next reviewed the second option for elimination of the budget <br />deficit that is the potential for another on-sale liquor license at the <br />Grumpy's Restaurant site. The Administrator reported that there is a party <br />interested in opening up a steak house at this location, and will be making <br />a presentation to the Council requesting a(iquor license. <br />The Deputy Clerk noted that a few years ago the Council established <br />liquor license fees to run through the license period July, 1999 through <br />June, 2000. Therefore, the issue of whether or not to increase these <br />license fees will be before the Council soon. The Council suggested that <br />this matter be finalized as part of the budget process, and requested a <br />comparison of liquor license fees bein~; char~ed by the surrounding cities. <br />The City Administrator reviewed the various intergovernmental revenues <br />which are a part of the 2000 Budget and noted that he has not received a <br />final indication on Municipal State Aid dollars. Morelan asked if the <br />intent was that LHA would offset TIF. He pointed out that it does not. <br />The Administrator pointed out the low income housing located in the City, <br />
