MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1999 <br />Fahey pointed out that the City has addressed this issue in the past. At that <br />time the owners of North Star Estates indicated that if they were required <br />to construct an on-site shelter, they would need to increase rents to recoup <br />this cost. The residents of the mobilehome park then lobbied against the <br />shelter because they did not want to pay the extra rent. Fahey asked the <br />distance from North Star Estates to the Old Fire Station. <br />Smiley reported that it is l.l miles, and it was noted that it is a difficult <br />mile given the traffic and stop lights in the area. <br />Fahey asked if there was any guidance from the State on this issue. <br />Smiley replied that he has talked with the Ramsey County Department of <br />Health and they would prefer to see an on-site shelter at North Star <br />Estates. <br />Fahey suggested that Smiley work with North Star Estates for another 60 <br />days to see if there are options which could be considered. Fahey also <br />suggested that Smiley talk to the State and County to determine if they <br />recommend a maximum distance from a mobilehome park to a storm <br />shelter. <br />Scalze pointed out that in addition to the increased rent which will result <br />from on-site storm shelter construction, it is likely that two or three <br />mobilehomes would have to be removed to make room for the shelter. <br />Fahey instructed Smiley to bring this matter back to the Council in 60 <br />days. He also suggested that all discussions with the mobilehome park be <br />documented in writing. <br />PURCHASE Dick Boss, Fire Chief of the Little Canada Fire Department, appeared <br />OF NEW before the Council requesting the purchase of a new fire apparatus. He <br />FIRE TRUCK reported that a committee of fire Pighters have been working on this <br />purchase for a year. City staff has been kept informed of the work being <br />done on this purchase. Boss reported that the vehicle will be an all- <br />purpose vehicle and will be able to do many things that the departmenYs <br />ladder and pumper trucks cannot do. It will serve as a command vehicle <br />as well as a portable EOC. This vehicle will replace the 1974 Ford pick- <br />up. <br />Boss reported that the department has committed $50,000 from charitable <br />gambling to help pay for the truck. The City has $115,000 budgeted in the <br />Capital Improvement Budget for the purchase as well as another $50,000 <br />from the 10% Fund. Estimated total cost of the truck is between $Z15,000 <br />16 <br />
