MINUTES <br />CITY COUNCIL <br />OCTOBER 27, 1999 <br />The Administrator pointed out there has recently been inquiry about a <br />four-lane road (the feasibility report is based on a two-lane road with turn <br />lanes). He indicated that he had concerns about the right-of-way required <br />for four lanes and the financial implications. The City Engineer has <br />reviewed this and indicated the possibility of reconstructing Little Canada <br />Road and retaining the two-lane structure. However, there are questions <br />that need to be answered related to traffic to make this decision. <br />Scalze pointed out that Rice Street was not four lanes wide and questioned <br />the need for four lanes on Little Canada Road. Fahey felt four lanes were <br />not needed. Morelan indicated there may not be the need for four lanes, <br />but felt the issue needed to be looked at in more detail. <br />Y2K The City Administrator reported that the League of MN Cities Insurance <br />INSURANCE Trust is offering expanded coverage for claims that may result a~ainst <br />COVERAGE the City related to Y2K issues. The Administrator felt that the additional <br />insurance coverage was not necessary. <br />Council took no action on this matter. <br />GOODYEAR The City Administrator reported that RJ Marco Construction is proposing <br />TIRE an amendment to the development a~reement for the Goodyear Tire Store <br />DEVELOPMENT project which would address the cost of soil corrections on the property. <br />PROJECT The Administrator recommended that staff be directed to prepare this <br /> amendment for Council consideration. <br />The Administrator indicated that another issue related to this project is that <br />the purchase agreement that the City has with North Wild indicates a <br />closing date of October 15°i but also requires that North Wild be able to <br />deliver warranty deeds for the property. There is a quiet title action <br />required for the pond property which is currently underway, but will take <br />some time to resolve. The Administrator reported that the City has <br />planned to assign its purchase agreement to RJ Marco, which will keep the <br />City out of the chain of title for this property. ILT Marco has indicated that <br />they are not interested in closing on the property until warranty deeds can <br />be delivered. North Wild would like to close on the property and have <br />offered to escrow funds to address the quiet title action. <br />Fahey indicated that a quiet title action could take some time, and asked if <br />a 60-days was a reasonable estimate of the amount of time such an action <br />could take. <br />Is <br />
