MINUTES <br />CITY COUNCIL <br />OCTOBER 27, 1999 <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Morelan, seconded by LaValle, the public hearing was <br />closed. <br />Scalze asked how the paved parking spaces in the back of the building <br />would be accessed. Fischer replied that the entire area behind the building <br />up to the fence would be blacktopped. <br />Morelan pointed out that the CUP is for open and outdoor storage as both <br />a principal and accessory use. Fischer replied that this is correct. He has <br />two renters who use the property primarily for outdoor stora~e. <br />Morelan was concerned about the Variance application. He noted that the <br />road is not centered in the right-of-way; therefore, there is an increased <br />boulevard area adjacent to the Fischer property. He indicated that his <br />concern was from a policy standpoint and su~~ested that granting a <br />variance would give this property owner rights that others would not have. <br />Morelan noted that parking requirements can be met without the need for a <br />variance although Mr. Fischer may have to use some of the outdoor <br />storage area for parkin~. <br />Fischer noted that the Variance would allow him to provide for angle <br />parking in the front of his building. Fischer noted the wide boulevard that <br />exists in front of his building given the fact that the road surface is not <br />centered in the right-of-way. <br />Fahey pointed out that the ori~;inal site plan for the property shows parkin~ <br />in the front of the buildin~;. However, the City Council at the time did not <br />approve parking in the front. The Zoning Administrator pointed out that <br />there was not enough room for the parkin~ in front. Therefore, parking on <br />the side of the building was approved. <br />Morelan noted that if parking is not approved in the front, then it will have <br />to occur somewhere else on the property. Morelan suggested that the <br />Council first act on the Variance issue. If the Variance is not approved, <br />then the site plan will have to be modified to relocate parking and meet <br />parking requirements. <br />Fahey asked if there were reasonable options for meetin~ the parking <br />requirements without parking in the front. The Zoning Administrator <br />indicated that there is adequate space to locate the required parking in the <br />back of the building. <br />
