MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1999 <br />Fahey suggested that if the stnxctures become a problem for snow <br />removal, the City would retain the right to require their removal. Fahey <br />stated that as long as the Public Works Director was comfortable with the <br />structures, then he was O.K. with them as well. <br />Rossow reported that prior to the structures, he has planted grass and <br />approximately 200 trees in the right-of-way. However, given the nature of <br />the business and the traffic in and out of the site, the grass soon became <br />mud and only four trees remain. <br />LaValle agreed that the City can re-address the issue of the landscape <br />structures if they become a problem. Morelan agreed, but pointed out that <br />access has to be maintained to the fire hydrant. Morelan expressed <br />concern about the location of the bollards and the need to hand shovel <br />around the hydrant because of that location. Rossow reported that the <br />bollards would be installed four feet behind the hydrant leaving access <br />open from the front. <br />Morelan asked if the hydrant should be raised. The Public Works Director <br />indicated that once the finished grade is determined, he will look at <br />whether the hydrant needs to be raised. <br />Morelan asked about snow removal. Rossow reported that the snow that <br />is removed is dumped into the drainage ditch at the south end of the site. <br />CUP - Fahey opened the continued public hearing to consider the application for <br />208 RYAN DR. - Conditional Use Permit for open and outdoor storage of tivck and <br />RUSS FISCHER equipment as a principal and accessory use. The Planning Commission <br />has recommended approval of the CUP. <br />The Zoning Administrator reported that Mr. Fischer has submitted a new <br />site plan that meets the 46 required parking spaces. All required parking <br />will be blacktopped. Mr. Fischer is also requestin~ that the deadline for <br />compliance with zoning requirements be extended to June 30, 2000. <br />There was no one present wishing to comment on this matter. <br />Upon motion by Morelan, seconded by LaValle, the public hearing was <br />closed. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />lo <br />
