MINUTES CITY COUNCIL NOVEMBER 10, 1999 Fahey informed Mr. Rossow that a complete site plan would need to be prepared and submitted to the City. LaValle asked if there would be both 75 buses and 75 cars parked at 3164 Ryan Lane. Rossow replied that 11 of these parking spaces will exist on the property at 194-196 Ryan Lane. Those 11 spaces are for buses. Therefore, 64 buses and 75 autos will be parked at 3164 Ryan Lane. Mr. LaValle pointed out that the site plan Mr. Rossow submits must reflect this. Mr. Rossow reported that he owns both 3164 Ryan Lane as well as 194- 196 Ryan Lane. While the properties are not combined into one lot, they are treated as one property for purposes of Mr. Rossow's business. The Zoning Administrator pointed out that later in the a~enda the Council will be acting on Mr. Rossow request for a CUP for both accessory storage and principal storage at 194-196 Ryan Lane. The Zoning Administrator pointed out that while 1 I buses are parked at 194-196 Ryan Lane, the employees who drive these buses will park their vehicles at 3164 Ryan Lane. Morelan suggested that any approval of the CUP's for 3164 Ryan Lane and 194-196 Ryan Lane should be contin~ent upon Mr. Rossow's continuing to own both properties. Mr. Rossow indicated that he would have to retain ownership of both parcels in order to operate the business he does from these properties. LaValle pointed out that the required parking for 194-196 Ryan Lane is 14 spaces and asked how that number was arrived at. The Zoning Administrator reported that parking was determined based on the use of the building and the number of employees in the building. Fahey noted that the site plan for 3164 Ryan Lane should be amended to reflect the parking of 64 buses and 75 employee vehicles. The Zoning Administrator reported that the buses are considered storage, therefore the site plan does not need to show individual parking spaces for the buses. However, the site plan must show the required 81 parking spaces, 75 of which are for bus drive employees and 6 for transportation terminal employees. Scalze asked if the driveways and access areas would be blacktopped. Rossow reported that the parking spaces around the building have been blacktopped.
