MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1999 <br />Fahey informed Mr. Rossow that a complete site plan would need to be <br />prepared and submitted to the City. <br />LaValle asked if there would be both 75 buses and 75 cars parked at 3164 <br />Ryan Lane. Rossow replied that 11 of these parking spaces will exist on <br />the property at 194-196 Ryan Lane. Those 11 spaces are for buses. <br />Therefore, 64 buses and 75 autos will be parked at 3164 Ryan Lane. Mr. <br />LaValle pointed out that the site plan Mr. Rossow submits must reflect <br />this. <br />Mr. Rossow reported that he owns both 3164 Ryan Lane as well as 194- <br />196 Ryan Lane. While the properties are not combined into one lot, they <br />are treated as one property for purposes of Mr. Rossow's business. <br />The Zoning Administrator pointed out that later in the a~enda the Council <br />will be acting on Mr. Rossow request for a CUP for both accessory storage <br />and principal storage at 194-196 Ryan Lane. The Zoning Administrator <br />pointed out that while 1 I buses are parked at 194-196 Ryan Lane, the <br />employees who drive these buses will park their vehicles at 3164 Ryan <br />Lane. <br />Morelan suggested that any approval of the CUP's for 3164 Ryan Lane <br />and 194-196 Ryan Lane should be contin~ent upon Mr. Rossow's <br />continuing to own both properties. Mr. Rossow indicated that he would <br />have to retain ownership of both parcels in order to operate the business he <br />does from these properties. <br />LaValle pointed out that the required parking for 194-196 Ryan Lane is 14 <br />spaces and asked how that number was arrived at. The Zoning <br />Administrator reported that parking was determined based on the use of <br />the building and the number of employees in the building. <br />Fahey noted that the site plan for 3164 Ryan Lane should be amended to <br />reflect the parking of 64 buses and 75 employee vehicles. The Zoning <br />Administrator reported that the buses are considered storage, therefore the <br />site plan does not need to show individual parking spaces for the buses. <br />However, the site plan must show the required 81 parking spaces, 75 of <br />which are for bus drive employees and 6 for transportation terminal <br />employees. <br />Scalze asked if the driveways and access areas would be blacktopped. <br />Rossow reported that the parking spaces around the building have been <br />blacktopped. <br />
