MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1999 <br />pointed out the $30,000 budgeted for in 2001 for comprehensive <br />accounting software. The Administrator reviewed the new accounting <br />standards that will go into eff'ect for cities that will require a dual reportin~ <br />system for financial statements. He indicated, however, that the City will <br />not be purchasing this software until it has been perfected and until the <br />requirements go into effect for Little Canada. The Administrator further <br />noted future budgeted amounts for an upgraded telephone system. <br />The Administrator reviewed the Fire Department portion of the General <br />Capital Improvement Budget and continued on with the Old Fire Hall <br />section. He noted the $2,500 has been budgeted for in 2000 to repair a <br />wall area where a window was removed and the repair is not separating <br />away from the building. Air conditioning and furnace improvements have <br />also been budgeted for. He noted that a new floor for the lower level has <br />been budgeted for in the year 2002. <br />Council reviewed the Historical Society Addition portion of the Capital <br />Improvement Budget, and the Administrator noted that he has made a <br />conservative estimate of projected repayments from the Historicai Society <br />to the City for the building addition. These estimates are based on <br />projected revenues from their operation at the Bingo Hall. <br />Council reviewed the Parks & Recreation section of the CIP budget, <br />noting the li~htin~ improvements bud~;eted for in Pioneer Park for 2000. <br />The Administrator indicated that the City is looking into grant monies to <br />try to offset some of these costs. North Suburban Youth Association has <br />also made a commitment to fund a portion of this improvement. The <br />Administrator reviewed the fencing project proposed for Spooner Park in <br />2000, and indicated that this project will be coordinated with the Parks & <br />Recreation Department and Commission as well as the Canadian Days <br />Committee. <br />The Administrator reported that it may be possible to try to tie trail <br />improvements in with future City street improvements in order to achieve <br />a cost savings on these projects. The Administrator reported that he will <br />be reviewin~ this matter with the City Engineer. <br />Scalze asked if a plan had been developed for the improvement of the park <br />on the McNamara property. The Parks & Recreation Director reported <br />that a concept plan had been drafted and distributed some time ago. The <br />indicated that he would give the Council additional copies of that concept <br />plan. The Director indicated that the Parks & Recreation Commission will <br />be moving forward to finalize the plan once it is certain that the <br />development will proceed. Fahey felt that this would be a good project to <br />solicit donations from local charities. <br />
