MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1999 <br />Scalze commented on the $25,000 estimated for grading this park. The <br />Administrator indicated that he will be discussing this issue with the <br />developer to see if there would be any cost savings in having the park area <br />graded at the same time as grading for the development occurs. <br />Council reviewed the Public Works portion of the CIP budget that <br />concluded their review of the CIP budget. <br />At this point in the workshop, 725 p.m., the Council temporarily <br />adjourned in order to commence the regular Council meeting. The <br />workshop meeting was reconvened at 8:58 p.m. <br />The Council discussed the City Administrator's suggestion that it look at <br />upgrading the parking lot adjacent to St. John's Credit Union and then <br />deeding that property over to the church while retainin~ a parking <br />easement for the Old Fire Hall. It was the consensus of the Council to <br />retain this property at this time. Council felt the issue should be relooked <br />at the time the property redevelops. <br />The Council reviewed the recommendation of the 10% Fund Committee. <br />The Administrator reviewed his suggestion that Canadian Days begin <br />assuming the cost of fireworks at Canadian Days. The Administrator <br />reported that the Canadian Days Committee has not discussed this <br />suggestion, but he felt it was one which should be reviewed. <br />The Administrator also reported that he suggested that 10% Fund requests <br />made by the Fire Department be treated as a loan with future repayment <br />from charitable gambling revenue. The Administrator reported that the <br />Fire Chief does not support this suggestion given the expenditures planned <br />from their charitable gambling funds for the new command truck as well <br />as another $15,000 project they have planned in the future. <br />Morelan stated that he understood the Administrator's rationale, but <br />indicated that he was not overly concerned given that these charitable <br />gamblin~ funds come back to the City in one way or another. The <br />Council's consensus was to proceed with the recommendation of the 10% <br />Fund CommiYYee. <br />Mayor Fahey recommended that the City Administrator's salary be <br />increased by 4% for the year 2000 given his exemplary performance over <br />the past year. Fahey aiso recommended that at the time of the <br />Administrator's performance review the Council discuss a cash bonus for <br />the Administrator as well as some modifications to the Administrator's <br />employment contract.
