MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1999 <br />LaValle asked if it would be cumbersome for the building owner to have <br />to go to the Planning Commission and Council for Conditional Use <br />Permits in order to lease space. <br />The Planner indicated that contractor's shops would be allowed as <br />permitted uses. However, if a business would be doing manufacturing or <br />assembly, a CUP would be required. <br />Bartholie reported that there are two and possibly three existing tenants <br />that would need CUP's. These tenants are likely to vacate the premises <br />rather than go throu~h the CCTP process. <br />Fahey indicated that the need for control of these types of businesses given <br />the surrounding residential use. However, given the City has received no <br />complaints relative to existing tenants, he would not be opposed to <br />Conditional Use Permits for these tenants. <br />The City Administrator indicated that existing tenants would be <br />grandfathered in as lawfully non-conforming and would not need CiIP's. <br />Bartholie indicated that the same concern exists for new tenants. <br />Morelan suggested that if the manufacturing uses, etc were made <br />permitted uses, the City would lose control over the uses that could go in <br />on the property. Morelan felt the ordinance proposed was a reasonable <br />compromise. He also indicated that while he would prefer not to see a <br />metal building on the Buetow property, he was not sure that would cause <br />him to vote against the adoption of this zonin~ district. <br />Mr. Buetow reported that he has a site plan for his property which he <br />would like to present. Fahey suggested that Mr. Buetow submit the plan <br />to the Zoning Administrator for her review. <br />Morelan introduced the following resolution and moved its adoption: <br />RESOI, UTION NO. 99-11-240 - CAI.I,ING FOR A PUBI.IC <br />FIEARING FOR WEDNE.SDAY, 7)ECEMI3ER I5, 1999 TO <br />CONSIDER AMENDING THE ZONING CODE TO ESTAI3I,I.SH THE <br />l3-I (73U.SINESS-INDUSTRIAL) DI.STRICT <br />The foregoin~ resolution was duly seconded by Pedersen. <br />Ayes (4) Morelan, Pedersen, Scalze, Fahey. <br />Nays (1) LaValle. Resolution declared adopted. <br />
