MINUTES CITY COUNCIL DECEMB~R 15, 1999 TURNBACK The City Administrator reported that Ramsey County has requested OF RICE STREET that the City send the State a resolution supporting the turnback of TO THE COUNTY Rice Street to the County. The Administrator felt that once the road is controlled by the County, there will be a quicker responsiveness to issues affectin~ Little Canada, such as the installation of signals at the intersection of Rice Street and South Owasso Blvd. Mr. LaValle introduced the following resolution and moved its adoption: RE.SOI, UTION NO. 99-12-272 - DECI,ARING CONCURRENCE OF COUNTY STATE AID HIGHWAY SYSTEM DESIGNATION FOR RICE STREET The foregoin~; resolution was duly seconded by Pedersen. Ayes (5) LaValle, Pedersen, Morelan, Fahey, Scalze. Nays (0). Resolution declared adopted. BLACK TERN The City Administrator submitted a proposed development a~reement OFFICE PARK for Black Tern Off"ice Park. He noted that one of the key issues would be DEVELOPMENT that the developer must submit to the City copies of the covenants AGREEMENT governing this propeRy, specifically with re~ard to issues such as how on- going maintenance of the pond will be addressed.
