MINUTES <br />CITY COUNCIL <br />DECEMB~R 15,1999 <br />Fahey agreed there should be some architectural review to make sure <br />buildings are consistent with the neighborhood. He indicated that he <br />supported as little impediment on the property owners as possible, while <br />still ensuring an aesthetically pleasing building. <br />The Planner indicated that the purpose statement of the B-I District could <br />be modified to include the requirement for architectural review. <br />Architectural review would be used to ensure that any new construction <br />would be compatible with residential structures. The Planner noted that <br />currently the Plannin~ Commission is the Architectural Review Board <br />recommending to the Council for final approval. <br />Robert Buetow reported that his intentions are to add on to the existin~ <br />structure on his property. He is proposing a stucco exterior and the <br />building will have a residential appearance. Buetow pointed out, however, <br />that how he upgrades the building will depend on the soil conditions of the <br />property. <br />The City Planner suggested the architectural review process rather than the <br />CUP process. <br />Morelan asked if all building materials would be allowed subject to <br />architectural review. Morelan noted that if the I-P District material <br />standards are used, a square block buildin~ could be constructed. <br />Therefore, he agreed that the architectural review process would be better. <br />Bartholie indicated that some buildin~ materials must be permitted. He <br />suggested the building materials listed in the I-P District with the addition <br />of stucco, steel, and wood. <br />Fahey indicated that his concern was the impact that the building design <br />would have on the adjacent neighborhood more than the materials issue. <br />Therefore, agreed that the architectural review process was preferable and <br />would result in a development more consistent with the neighborhood. <br />Bartholie pointed out that without standards, the architectural review <br />would be totally arbitrary. <br />Fahey suggested that the architectural review be conducted as part of the <br />plan check review, rather than having to go through the Architectural <br />Review Board. If there is a dispute with the review, the applicant would <br />then have the option of addressing the Council on the issue. <br />
