MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1999 <br />and Iona Lane given the adjacent residential uses. Scalze stated that she <br />did not want to see a square block building constructed on this property. <br />Morelan asked about the building materials allowed for the Stockness <br />property. The City Planner reported that his recollection is that a variance <br />was granted to Stockness given the existing soil conditions. <br />Morelan stated that he liked the suggestion made by Mr. Bartholie to <br />include residential building mate~ials, and felt these should be <br />incorporated in the B-I District. <br />Fahey pointed out that the other issue is the structural steel building. <br />Morelan su~gested that a structural steel building could be allowed by <br />variance. He noted that if there are poor soils on the site, a building with a <br />brick exterior could not be supported. <br />Fahey suggested that residential building materials, stucco, and structural <br />steel could be provided for by Conditional Use Permit. Fahey stated that <br />he did not want to have a pre-fab concrete building constructed on this site <br />with a residential style roof added in an attempt to have the building look <br />like it is residential. Fahey stated that he was more concerned with the <br />pre-fab concrete than he was with metal, noting that brick accents can be <br />added to a metal building. Fahey suggested that the requirements for the <br />B-I District could be written so that architectural design of buildings <br />would be consistent with residential construction design, allowing wood, <br />stucco, and metal by Conditional Use Permit. <br />Morelan sug~ested that all construction materials could be allowed by <br />CUP so that the Council can ensure that construction fits the surrounding <br />residentia( neighborhood. <br />Bartholie stated that he believed that the Council had to allow some <br />buildin~ materials as permitted. <br />Fahey noted that the City wants some control over what is built on the <br />property. Fahey indicated that he was agreeable to allowing a variety of <br />building materials as long as the building itself is consistent with a <br />residential design. <br />The City Planner suggested that an alternative would be to add this district <br />to the City's architectural guidelines. As a result, construction plans <br />wou(d have to go through the architectural review process rather than a <br />Conditional Use Permit process. Morelan noted that the City has no <br />residential architectural guidelines established. <br />
