MINUTES <br />CITY COUNCIL <br />JULY 99 2025 <br />The Fire Chief stated that Capital City Firefighters is an organization that they have belonged to since <br />its inception in 1945, and the agreement has not been updated for more than 15 years. He noted the <br />updates that were proposed and stated that several city attorneys have reviewed the document, as has <br />the League of Minnesota Cities. He stated that even though the Fire Department is a private nonprofit, <br />they are still requesting the City to approve the agreement. <br />Kwapick recognized that the City has not acted on this agreement since 2005. <br />The Fire Chief stated that the agreement also includes procedures for recouping costs in a large event <br />that would proceed to the federal level. He did not anticipate additional changes being made in the <br />near future. <br />Miller recognized that this is a regional agreement and noted that the department recently assisted in <br />Bemidji. The Fire Chief commented that State Statute allows statewide mutual aid. <br />Miller asked and received confirmation that this agreement provides for mutual aid assistance between <br />neighboring communities. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-7-106 — APPROVING THE RECIPROCAL FIRE SER VICES <br />AGREEMENT BETWEEN THE CAPITAL CITY REGIONAL FIREFIGHTER "S <br />ASSOCL4 TION AND LITTLE CANADA FIRE DEPARTMENT INC. <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ADOPT 2025 RAMSEY COUNTY HAZARD MITIGATION PLAN <br />The Fire Chief stated that the hazard mitigation plan is a federal requirement of the County. He stated <br />that all municipalities have a common emergency plan, and this would address potential emergencies <br />that communities could face. He stated that the. plan is developed with the assistance of a consultant <br />and includes the emergency management personnel from each community. He stated that the plan is <br />updated every five years. <br />Mayor Fischer acknowledged that some of the references for the City have become outdated or will be <br />with upcoming retirements. He noted that there are some open action items and asked how those are <br />addressed. <br />The Fire Chief stated that some cities have assigned work directions. He recognized that there has <br />been a huge turnover in City staff for Little Canada, and in discussions with the City Administrator, <br />they will work on updating the City's emergency operations plan. <br />Mayor Fischer agreed that the City's plan is most likely in need of a refresh. He thanked the Fire <br />Chief for representing the City in this effort. <br />
