<br />Ramsey County | Multi-Jurisdiction Hazard Mitigation Plan 90 <br />Wind Chill Advisory Wind chill temperatures are expected to meet or exceed <br />local wind chill advisory criteria in the next 12 to 36 hours. <br />Wind chill temperatures may reach or exceed -15°F. <br />Source: www.weather.gov <br />3.13.4 HISTORY <br />Ramsey County has a significant history of damaging windstorms and tornadoes. The NCEI Storm Events <br />Database was consulted for incident records. <br />According to NCEI records, there have been 109 significant winter weather incidents reported between <br />1950 and July 2024. This dataset recorded five deaths and two injuries since 1950. Notable winter <br />weather incidents since 1950 are displayed in Table 28. <br />Table 28. Notable Winter Weather Incidents in Ramsey County, MN <br />Date Type Deaths/ <br />Injuries <br />Description <br />January 17, <br />1996 <br />Ice storm 0/0 Up to 1" of ice accumulated over much of the <br />Minneapolis/Saint Paul region, resulting in significant <br />tree damage and power outages. More than 180,000 <br />metro residents were without power, and 5 Red <br />Cross shelters were open to assist people who were <br />forced from their homes due to lack of heat. <br />February 2, <br />1996 <br />Extreme cold/ <br />wind chill <br />0/0 A new record low temperature for Minnesota was set <br />in the town of Tower at -60° F. Numerous record low <br />temperatures were set during the period at St. Cloud, <br />Rochester and the Twin Cities. Minneapolis/Saint <br />Paul set 3 new record low temperatures as well as <br />recording the 2nd coldest day on record. A mean <br />temperature of -25° F was measured that day with a <br />high of -17° F and a low of -32° F in the Twin Cities. <br />This was within 2 degrees of tying the all-time record <br />low temperature set in the Twin Cities and the <br />coldest temperature recorded this century. Many <br />central and southern Minnesota locations set new <br />record low temperatures. The Governor closed all <br />schools that day. <br />January 12, <br />2000 <br />Heavy snow 0/0 9" of snow fell at the Twin Cities International <br />Airport, and the Minnesota Highway Patrol <br />responded to over 325 crashes in the Twin Cities – <br />however, most were minor without injuries. <br />January 19, <br />2001 <br />Heavy snow 0/0 8" of snow was recorded at the Twin Cities <br />International Airport. <br />January 15, <br />2005 <br />Cold/ wind chill 1/0 A disabled woman was found dead of exposure <br />outside of Como Park Conservatory. The low <br />temperature during the night that she was missing <br />was 9 degrees below zero.
