As a non-motorized boat, they have the right of way and this <br />creates difficulty for any other motorized boat to respect them, the law, stay out of their <br />way, and still exercise one’s own equal right to use the lake. I realize this not currently a <br />city problem, but with Lake Phalen Rowing operating out of this house and providing direct <br />access to the lake, if approved, it will become a city problem. I don’t want the city to put <br />itself into a formal position of negatively impacting the lake for others by granting approval <br />of this permit. <br /> <br />Lastly, I have a couple of comments regarding the request to use city hall’s parking lot for <br />daily operations. City resources and assets do not exist for the beneflt and usage of local <br />private businesses. The request to use city hall as a parking lot puts an unreasonable <br />burden and liability on the City and is overall a misuse of said resources. If this is granted, <br />it would set a terrible precedent. Would other residents be allowed to use city property for <br />their business parking or other needs? If approved, would the rowing club pay for parking <br />lot maintenance? In addition, does City Hall have 10-12 unneeded parking spaces daily <br />during business hours? I respectfully offer these hypothetical situations to reinforce that <br />this entire application is an unreasonable request. <br /> <br />In summary, I strongly oppose this permit application and any variation of it.
