<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of the Little Canada City Council <br /> <br />FROM: Ben Harrington, AICP, Community Development Director <br /> <br />DATE: July 09, 2025 <br /> <br />RE: Resolution of TIF Support – 99 County Road B – Lupe Development <br /> <br />ACTIONS TO BE CONSIDERED <br />Consider adoption of a resolution expressing the City’s support for tax increment financing (TIF) for <br />LUPE Development’s proposed 106-unit senior affordable housing project at 99 County Road B. <br /> <br />BACKGROUND <br />The City Council held workshops on June 9 and June 23, 2025, to review LUPE Development’s <br />request for TIF assistance. Following those discussions, the developer requested an official resolution <br />of support to include in its application to the Metropolitan Council’s Livable Communities <br />Demonstration Account (LCDA) grant program. The attached resolution was prepared with input from <br />the City’s TIF consultant and is non-binding. It does not commit the City to a specific amount or <br />duration of TIF support. Rather, it expresses the City’s intent to establish a TIF district for the project, <br />with formal action anticipated once the project’s full funding package is confirmed, which is expected <br />in fall 2025. <br /> <br />RECOMMENDATION <br />Staff recommends adoption of the resolution expressing the City’s support for tax increment financing <br />for the proposed project. The resolution does not obligate the City to a specific amount or term but <br />provides formal recognition of the City’s intent to establish a TIF district, which may strengthen the <br />developer’s concurrent funding applications. <br /> <br />ATTACHMENTS <br />• ATTACHMENT A: Resolution of Support
