<br /> <br />CITY OF LITTLE CANADA <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION OF SUPPORT FOR TAX INCREMENT FINANCING FOR THE <br />LUPE SENIOR HOUSING PROJECT <br />A. WHEREAS, the City of Little Canada (the “City”) is authorized pursuant to Minnesota Statutes, <br />Sections 469.174 to 469.1794 and 469.124 through 469.133 (together, the “TIF Act”) to use Tax <br />Increment Financing to carry out the public purposes described herein; and <br />B. WHEREAS, the City has received a request to provide tax increment financing assistance to <br />LUPE Development Partners (or an affiliated entity, the “Developer”) for the proposed <br />construction of a 106-unit income-restricted senior housing development located at 99 County <br />Road B in the City of Little Canada (the “Project”); and <br />C. WHEREAS, the City recognizes the need for additional affordable housing options for seniors <br />within the community and supports efforts to secure external funding to help facilitate such <br />developments; and <br />D. The City has expressed a willingness to establish a tax increment financing (TIF) district to <br />support eligible public costs related to the Project, in accordance with Minnesota Statutes <br />Sections 469.174 through 469.1794 <br />E. WHEREAS, LUPE Development Partners is seeking grant funding from external sources and <br />has requested a resolution of support for the inclusion of tax increment financing as part of the <br />Project’s funding strategy; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Little Canada that it <br />supports the establishment of a TIF district to assist in financing eligible housing public improvement <br />costs associated with the LUPE Senior Housing Project, subject to all applicable statutory procedures <br />including verification of development financing need that substantiates that “but for” the use of tax <br />increment financing the Project would be unable to proceed and final approval by the City Council. <br />BE IT FURTHER RESOLVED that the City anticipates formal establishment of the TIF district <br />following confirmation of the Project’s full funding package, expected in fall 2025. <br /> <br />Adopted by the Council this 9th day of July, 2025. <br /> _____________________________ <br /> Thomas Fischer, Mayor <br />Attest: __________________________________ <br /> Heidi Heller, City Clerk
