Little Canada
Fire Department, Inc. 325 Little Canada Road East
Little Canada, Minnesota 55117
Office: (651) 792-7680
Fax: (651) 766-7092

To: Mayor Fischer and Members of the City Council
From: Don Smiley, Fire Chief
Date: July 3, 2025
RE: Capital City Regional Firefighters’ Reciprocal Fire
Service Agreement

BACKGROUND:
The Capital City Regional Firefighters’ Association is comprised of 33 fire departments
in the East Metro area of the Twin Cities. This agreement represents a collective
effort to streamline and strengthen our regional response framework by enabling
departments to request and provide mutual aid under clear, standardized terms. It
was developed with input from several municipal attorneys representing member
departments and was created in alignment with the League of Minnesota Cities’
(LMC) information memo, “Considerations in Mutual Aid Agreements.” The draft
has also been reviewed twice by Chris Smith, Risk Management Attorney with the
LMC, helping ensure the agreement reflects sound legal principles and municipal
risk management best practices.

The Little Canada Fire Department has belonged to this association since our inception
in 1945. This agreement has not been updated since 2005.

RECOMMENDATION:
Approve the Reciprocal Fire Services Agreement between the Capital City Regional
Firefighter’s Association and Little Canada Fire Department Inc.

ATTACHMENTS:
• Service Agreement
