<br /> MINUTES <br /> <br /> PLANNING COMMISSION <br /> <br /> AUGUST 13, 2009 <br /> The City Planner noted that the signage changes submitted this evening <br /> satisfy recommendations 2 through 4 in his report. <br /> Mr. Duray recommended approval of the Conditional Use Permit for <br /> Comprehensive Sign Plan for Valvoline Oil at 2698 Rice Street, based on <br /> the revised signage plan submitted this evening which complies with City <br /> Code requirements, subject to compliance with recommendation #1 of the <br /> City Planner's report dated August 6, 2009. <br /> Motion seconded by Everson. <br /> Motion carried 5 - 0. <br /> PUD PERMIT - Mr. Matt Frisbee, Frisbee Architects representing Comforts of Home, <br /> COUNTY appeared before the Commission requesting a PUD Permit allowing the <br /> ROAll B - development of an assisted living and memory care community consisting <br /> COMFORTS of a total of 52 private apartment units on County Road I3. Frisbee noted <br /> OF HOME that the project received concept approval in December. The concept has <br /> been modified in that originally 44 units were proposed and the project is <br /> now at 52 units. Frisbee reviewed the site plan, noting that the building <br /> will have a visual presence from I Iighway 36. Gables have been added to <br /> the roof, and Comforts of Home is willing to work with the City on the <br /> color scheme for the exterior of the building. There will be a retaining <br /> wall on the west side of the property. The building will back up to the <br /> railroad tracks. Frisbee reviewed fire lane access as well as access to the <br /> City's lift station. He noted the Planner's recommendation for removal of <br /> the existing billboard on the property, noting that there is a lease in place <br /> for this billboard. <br /> Duray asked about access to the northeast corner of the property. Frisbee <br /> indicated that the grade is steep in this area, and they are attempting not to <br /> cross property lines with grading. Frisbee stated that they would work <br /> with the City Engineer on access issues. Duray asked about fire access. <br /> Frisbee replied that he would work with the Fire Department to ensure that <br /> they ar•e comfortable with Fire access. <br /> Duray asked about parking. Frisbee indicated that parking would be in the <br /> front of the building and 33 parking spaces are proposed. He also <br /> indicated that it would be possible to have an area for 6 to 8 future parking <br /> spaces depending on how the retaining wall is laid out. Frisbee noted that <br /> the site is tight and this is the maximum amount of parking that can be <br /> provided. Duray noted that the City Planner's report talks about the need <br /> to show proof of parking for 19 additional parking spaces.
