<br /> MINUTES <br /> ,PLANNING COMMISSION <br /> AUGUST 13, 2009 <br /> converted to general market housing, then 19 future parking spaces would <br /> be needed. The Planner felt this was unlikely given the architecture of the <br /> housing units themselves. The Planner stated that the 33 parking spaces <br /> proposed are more than adequate for the use proposed. Duray asked if <br /> Comforts of Home would be willing to provide for the 6 to 8 future <br /> parking spots. Frisbee replied that they would lay out the retaining wall in <br /> such a way as to provide this future parking area. <br /> Duray asked about site lighting. Frisbee reported that this is not a high <br /> traffic site and that lighting standards will be fairly low. There will be <br /> lighting on the building and under the drive-in drop-off area. 'There will <br /> also be one pole on either side of the parking lot. There will also be <br /> pedestrian lighting on bollards along walkways. <br /> Duray raised the billboard issue. Frisbee stated that the billboard has been <br /> in place since 1982 or 1983. There is currently a lease in plane for the <br /> billboard that extends to 2021. Frisbee indicated that the property owner <br /> is discussing the billboard lease with the lessees, and he was not sure what <br /> the possibilities were. Frisbee indicated that one option may be to not <br /> renew the lease when it comes due. The City Planner indicated that he <br /> discussed the issue with the City Administrator and agreed that, worst <br /> case, the billboard would remain in place until the lease expires. If that is <br /> the case, that provision can be a part of the PUD Development Contract <br /> for this property. Duray suggested that buying out the lease may also be <br /> an option. Frisbee stated that he would have more information on the <br /> billboard lease for the August 26t~' City Council meeting. Duray noted that <br /> the billboard does not blend in with the development. Frisbee agreed, but <br /> pointed out that at this point it is an existing billboard that they are <br /> working around. <br /> Duray asked if there were any issues related to the City Engineer's <br /> recommendation. Frisbee replied that there were not. He indicated that <br /> they have submitted plans to MN DOT and the Watershed for approval. <br /> Barraclough asked if Comforts of Home is willing to maintain the <br /> retaining wall that will be constructed for the City's lift station. Frisbee <br /> replied that they would. <br /> Fischer asked about the trash enclosure. Frisbee indicated that it will be <br /> located at the back of the building. It will be oversized to enclose some <br /> miscellaneous mechanical equipment. The hash enclosure will not have a <br /> roof on it, and will have doors. It will be constructed to match the <br /> building acrd will have landscaping around it, blending it into the <br /> development. <br /> -5- <br /> <br />
