<br /> MINUTES <br /> <br /> PLANNING, COMMISSION <br /> <br /> AUGUST 13, 2009 <br /> At Barraclough's request, the City Planner presented a brief outline of Tax <br /> Increment Financing noting that it is a statutory tool that allows the <br /> capture of taxes generated by a development to be used to facilitate the <br /> development. There are restrictions on the uses of these funds, limiting <br /> Tax Increment Financing assistance to things such as site acquisition, <br /> demolition, soil corrections, and utility work. He noted that a <br /> development must meet the "but for" test which means that the <br /> development would not occur "but for" the use of TIP assistance. <br /> R-1 llISTRICT "'the City Planner presented proposed language amending the Subdivision <br /> AND Code to better define simple subdivisions as well as language amendment <br /> SUBDIVISION the Zoning Code for the R-1 District to clarify which R-1 standards apply <br /> COllE to existing lots of record as well as lots created by simple subdivision. <br /> The Planner noted that the R-1 District was amended recently putting in <br /> place larger lot standards for newly platted developments. It was the <br /> intention that existing lots of record and simple subdivisions would remain <br /> subject to the original R-1 standards for lot sizes, etc. <br /> Duray recommended approval of the Amendment to Subdivision Code <br /> and Amendment to Zoning Code relative to simple subdivisions as <br /> outlined by the City Planner. <br /> Motion seconded by )?verson. <br /> Motion carried 5 - 0. <br /> COMP The City Planner reported that he and the Mayor and City Administrator <br /> PLAN met recently with the Metropolitan Council relative to housing forecasts <br /> UPDATE for Little Canada. The Planner indicated that a compromise was reached <br /> with the Met Council wherein they admitted that it was unlikely the city <br /> would get more density than it projected on remaining vacant residential <br /> parcels. However, they asked the City to increase its housing estimates by <br /> including the possibility of mixed use development in commercial areas of <br /> the City. The result of this compromise is a projection of 275 additional <br /> households projected for Little Canada. The Planner indicated that he <br /> would be making the appropriate revisions and the revised Comp flan <br /> Update will be submitted to the Met Council for approval. <br /> AllJOU12N Duray recommended the meeting be adjourned. <br /> Motion seconded by Barraclough. <br /> Motiar carried 5 - 0. <br /> -7- <br /> <br />
