<br /> MINUTES <br /> <br /> PLANNING COMMISSION <br /> <br /> AUGUST 13, 2009 <br /> Duray noted that this is a difficult parcel, and commended Comforts of <br /> Home for fitting their development well on the site. <br /> Hall recommended approval of a Planned Unit Development pem2it <br /> allowing the development of an assisted living memory care community <br /> consisting of a total of 52 private apartment units on County Road B site <br /> as proposed by Comforts of Home subject to compliance with the <br /> recommendations of the City Planner and the City Engineer, and subject to <br /> the applicant exhausting all avenue to remove the billboard on the <br /> property, and, if not possible, requiring that the billboard be removed upon <br /> expiration of the lease. <br /> Motion seconded by Everson. <br /> Motion carried 5 - 0. <br /> Brian Winges, Comforts of Home, reported that if approved by the City <br /> Council, construction on the project will begin right away. <br /> TAX The City Planner indicated the City's desire to establish a Development <br /> INCREMENT District No. 6 and Tax Increment Finance District No. 6-1 to assist with <br /> FINANCING the redevelopment of property located at 2966 Arcade Street. In order to <br /> llISTRICT NO. C do so, the Planning Commission must find that this action conforms to the <br /> general plans for the development and redevelopment of the City. <br /> The City Planner reviewed the history of the property, noting that it is a 4 <br /> '/2 acre residential parcel in the area of Arcade Street and LaBore Road. <br /> There is currently one residential home on this site, and the property has <br /> been a source of code enforcement issues for the City for a number of <br /> years. "the goal is to redevelop the site with asingle-family development, <br /> the details of which have yet to be determined. The Planner also noted <br /> that there are access issues to the property, and it will be necessary to <br /> acquire addition right-of way to gain access to the site. <br /> Everson asked if there were any wetlands on the site. The Planner did not <br /> believe so. <br /> Duray recommended adoption of a Resolution finding that Development <br /> Program for Development District No. 6 and 'tax Increment Financing <br /> Plan for Tax Increment Financing District No. 6-1 conforms to the general <br /> plans for the development and redevelopment of the City. <br /> Motion seconded by Fischer. <br /> Motion carried 5 - 0. <br /> -6- <br /> <br />
