MINUTES

CITY COUNCIL

AU(=UST 12, 2009
passing a proficiency test, etc. The consensus was also to address the
issue on a smaller scale for this year, including a combination of hunting
by property owners as well as an organized bow hunt on the St. John's
property. Boss noted the deer issue on the west side of the freeway.
Meemken as]<ed about banning deer feeding. The City Administrator
indicated that such a ban would be very diff cult to enforce.
The City Administrator reported that he will bring a recommendation back
to the Council for consideration. Boss suggested that commercial property
also be included as potential hunting sites.
The Council thanked John Moriarty for his presentation this evening.
SPRINGBROOK The City Administrator reviewed the Finance Director's report
SOFTWARE recommending that the City directly contract with Springbrook for
accounting software support. The Administrator noted that the City
converted to the Springbrook software in early 2001 at a reduced price
with the City of Roseville serving as the main resource for support. Given
various upgrades and conversion that have occurred since that time, the
fact that Roseville is now operating on a new version, and that current
Roseville staff has inherited the support task, continuing the support
function as it currently exists is no longer as effective as it once was. The
Administrator pointed out that while the $3,707 annual cost of support
directly from Springbrook is expensive, it will provide the City with added
efficiency. The Administrator also noted that the additional maintenance
costs can be defrayed by allowing the costs to the City's six TIF District
funds not cun~ently contributing to software expense, thus avoiding any
direct levy impact.
Keis asked how often software support is needed. The Administrator
replied that it is at a frequency where the Roseville staff cannot handle the
support requests, and indicated that staff is thus spending a lot of extra
time trying to work through support issues. McGraw noted that the
support contract is an annual one and its benefit be re-evaluated after a
year.
Mr. Blesener introduced the following resolution and moved its adoption:
RESOL UTION NO. 2009-8-191- AUTHORIZING THE FINANCE
DIRECTOR TO CONTRACT WITHSPRINGBROOKDIRECTLY
FOR ACCOUNTING SOFTWARE SUPPORT
The foregoing resolution was duly seconded by McGraw.
Ayes (5).
Nays (0). Resolution declared adopted.
]0
