He noted that without the mill and <br /> overlay, the City's maintenance costs on this street will increase. <br /> Colleen Dillon, 2942 Valento Lane, asked if estimated assessments will be <br /> impacted if additional drainage work is needed. The I'ngineer replied that <br /> the project estimate includes drainage work and it was his feeling that the <br /> assessment would be very close to estimate. <br /> Blesener pointed out that at the neighborhood meeting those present were <br /> in support of the project feeling it was a good long-term solution. <br /> The City Adminish•ator indicated that at the neighborhood meeting there <br /> was some concern that property owners did not have much time to plan for <br /> payment of this assessment given the project is being proposed so late in <br /> the season. He noted that the latest the City can certify assessments to <br /> Ramsey County is November 30°', therefore, the assessment hearing will <br /> have to be held in late October. The Administrator noted that the fact bid <br /> prices were so favorable was the reason the project is being proposed at <br /> this time. Blesener suggested that property owners could let the <br /> assessment go on their taxes for one year, and pay it off after that point, <br /> thus gaining a year to plan for this expense. <br /> Pete 'T'hermos, 665 LaBore Road, asked about the fact that this is the first <br /> time a mill and overlay was proposed for Valento Lane. The Engineer <br /> estimated that Valento Lane was constructed 20 to 25 years ago, and this <br /> is the first major work proposed for the street. The Engineer again <br /> commented on the competitive bids that were received for the mill and <br /> overlay work, noting that the cost will only increase if the work is delayed. <br /> Keis pointed out that delaying the work may potentially result in the need <br /> for a full reconstruction. The City Administrator indicated that a mill and <br /> overlay of Valento Lane is justified based on its current condition. He felt <br /> the work protect our investment in the street, and again noted the added <br /> benefit of very favorable bid prices. <br /> There was no one else present from the general public wishing to <br /> comment on this matter. <br /> Upon motion by McGraw, seconded by Keis, the public hearing was <br /> closed. <br /> Mr. Montour introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2009-8-188 -ORDERING IMPROVEMENT AND <br /> PREPARATION OF PLANS FOR VALENTO LANE, FROMALLEN <br /> AVENUE SOUTH TO LABORE ROAD), IMPROVEMENT NO. 2009- <br /> 15 <br /> 3 <br /> <br />
