<br /> MINUTES <br /> CITY COUNCIL <br /> AUGUST 12, 2009 <br /> portion of Valento Lat1e. Given the competitive bids the City received on <br /> the 2009 mill and overlay projects, the City was looking to increase the <br /> work originally bid. State Statue allows up to a 25% addition to an <br /> existing contract, and the contractor has expressed a willingness to <br /> complete the work at the same unit prices provided in the original bid. <br /> The Engineer estimated that prices received on the 2009 project work <br /> provided a 20% savings over estimated costs if construction costs rose at <br /> historic rates. He also pointed out that since bids were received, gas prices <br /> have risen by $.50 per gallon. <br /> The Engineer reviewed the street condition, noting that the pavement <br /> management rating for Valento Lane recommends rehabilitation. He <br /> described the mill and overlay work proposed noting that approximately <br /> 1'/z inches of the edges of the street will be milled off tapering toward the <br /> center of the street. The street will then be overlaid with bituminous. <br /> Some street patching may be necessary in areas of worst deterioration. <br /> There will be minor curb repair and replacement of badly damaged curb <br /> sections to improve curb drainage. <br /> The Engineer then reviewed the City's Assessment Policy relative to mill <br /> and overlay projects, noting that 50% of the cost is assessed to benefitting <br /> properties with the City paying the remaining 50% of the project. The <br /> Engineer noted that the total estimated cost of the project is $76,000. Next <br /> reviewed were the various assessment payment methods. The Engineer <br /> indicated that an assessment hearing would be held in late October. Once <br /> assessments are approved at that hearing, property owners have 30 days to <br /> pay their assessment in full or part with no interest at the City Center. <br /> After that 30 day payment period, assessment balances will be certified to <br /> Ramsey County for collection with property taxes over a 10 year period. <br /> Deferment options are available for property owners meeting age and <br /> income or disability guidelines. Interest continues to accrue on deferred <br /> assessments. <br /> The Engineer then reviewed the proposed project schedule should the <br /> project move forward. He noted that the proposed assessment roll is also <br /> included for property owners' review as well as an assessment <br /> amortization schedule. <br /> Keis asked how long street life will be increased as a result of the mill and <br /> overlay. The City Engineer estimated that a mill and overlay will extend <br /> the life of the street by 17 or 18 years before another mill and overlay or a <br /> full reconstruction would be needed. The Engineer noted that a full <br /> reconstruction would result in an assessment of approximately $5,500 to <br /> $6,000 per lot. Montom• asked when the street would likely need full <br /> reconstruction if the mill and overlay were not done. The Engineer <br /> indicated that that was difficult to estimate given the varying impacts that <br /> 2 <br /> <br />
