<br /> The applicant has proposed the following signs: <br /> 44 square feet of signage on the front (Rice Street) fapade" <br /> 23 square feet of signage on south fagade* <br /> 55 square feet of signage on the freestanding pylon (part business I.D., <br /> part reader board) <br /> *As designed, the entire strip of background graphics is planned to be illuminated <br /> internally, meaning that the front fapade sign area would be as much as 94 square feet, <br /> and the south side sign area would be as much as 75 square feet. The applicants <br /> should plan to avoid internal illumination of the background graphics to comply with sign <br /> area requirements. <br /> Using just the graphics and text area, this is a total of 122 square feet of sign area, <br /> exceeding that allowed by code, 36 square feet more than allowed. To meet the <br /> maximum allowed, the applicant would need to do the following (or some other <br /> combination of changes that would be equivalent): <br /> • Specify that background graphics (mostly the red background stripe) will not be <br /> internally illuminated. <br /> • Eliminate the "Valvoline" text from the front facade (deletes 12 s.f.) <br /> • Eliminate the "Instant Oil Change" text from the south facade (deletes 13 s.f.) <br /> • Reduce the freestanding sign size to a maximum size of 44 square feet (deletes <br /> a total of 11 s.f.). <br /> These changes would result in the application meeting the sign area allowances. <br /> With regard to the freestanding sign, the applicant indicates that the sign display will be <br /> mounted on a single pylon. As noted above, the City has expressed an interest in <br /> seeing that the Valvoline sign materials be upgraded to better coordinate with the other <br /> shopping center signage of which Valvoline is apart. To accomplish this objective, the <br /> freestanding pylon should be encased with a masonry material around the pylon pole. <br /> The City could also consider abroader-based monument design that matches the CVS <br /> design. <br /> Summary and Recommendation <br /> The Valvoline Comprehensive Sign Plan application requires a series of changes to <br /> meet the City's sign ordinance requirements, as well as the PUD standards of the Rice <br /> at C Center/CVS PUD amendments. Those changes are summarized as follows: <br /> 1. Ensure that the background panels on the wall signage are not illuminated <br /> internally. <br /> 2 <br /> <br />
