The Valvoline building is a part of a PUD granted to the
Rice at C Center in the 1990s. An amendment to that PUD was recently approved
permitting the CVS building to replace the southern strip center building, along with a
subdivision creating new lot lines, and a revised circulation plan for the property.
As a part of that PUD amendment, CVS is rebuilding the freestanding signs identifying
the CVS and other shopping center tenants. The new freestanding signs include a
stone base design. The City asked the CVS developer to seek a cooperation from
Valvoline to upgrade its freestanding sign in a way that would coordinate with the new
shopping center signage.
The current application for revised signage was generated by Valvoline's corporate
efforts to upgrade the signage at this facility, not by the CVS project. The current
Valvoline building has only a freestanding sign identifying the use -there is no wall
signage at the present time. The new sign plan consists of logo and text signage on the
west and south building walls, and an upgrade to the freestanding sign.
signage in the B-3 District is allowed to be a total of 15% of the building silhouette area,
of which a specific amount may be placed on a freestanding sign. For the building in
question, the total silhouette area of the facade is approximately 570 square feet (15
feet tall by 38 feet wide). This would yield a maximum amount of potential sign area of
86 square feet.
