MINUTES <br />CITY COUNCIL <br />J ULY 239 2025 <br />which would allow an 8 —10 a.m. practice on Saturdays during the school year, rather than 4:30 — 6:30 <br />p.m. He noted that he would avoid peak lake hours on the weekend. <br />Mayor Fischer agreed that the best hours for Saturday would be in the morning. <br />I-wapick introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-7-113A— APPROVING A SPECIAL HOME OCCUPATION <br />PERMIT TO OPERATE LAKE PHA LENR0WING CLUB AT 2612 ED GER TON S TREE T <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />BENEFIT INCREASE FOR LITTLE CANADA FIRE RELIEF ASSOCIATION <br />The Finance Director stated that the Fire Relief Association is managing the pension fund for the <br />firefighters and presented a request to increase the pension benefit level by $155 per year pursuant to <br />contractual provisions. He provided background information and reviewed the current benefit, <br />requested benefit, 20% asset loss analysis, and historical benefit levels. <br />Mayor Fischer commented on the previous process to negotiate with the Fire Department on the <br />benefits and the decision to build the potential benefit increases into the contract. He stated that the <br />contract has been in place for a while and has served all parties well. He recognized the work that was <br />done by those before them to develop the contract. <br />K wapick asked if the surplus dollars are from market investments rather than city contributions. The <br />Finance Director provided additional information on the current benefits, which are payments from the <br />city, state, and returns on investments. He commented that the assets can change based on <br />distributions, such as retirements. <br />Mayor Fischer commented that when the Fire Relief Association receives the audit back, they go to <br />work to do the math to determine if they meet the criteria for an increase. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-7-114 — APPROVING AN INCREASE TO THE BENEFIT <br />LEVEL FOR THE LITTLE CANADA FIRE RELIEF ASSOCIA TION B Y $155 PER YEAR <br />PURSUANT TO ATTACHMENT A OF THE CITY CONTRACT WITH THE LCFD <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />2025 QUARTER 2 FINANCIAL REPORT <br />The Finance Director presented the 2nd Quarter Financial Report, including information on revenues by <br />type, general fund revenue, percentage of revenue collected to budget, property tax collections, <br />expenditures by type, percentage of expenditures to budget, general fund expenditures, and <br />investments. He provided additional information on CIP expenditures for quarters one and two. <br />5 <br />
