2 <br />The Owner’s application for a Special Home Occupation Permit for the Property is hereby approved, <br />subject to the following conditions: <br /> <br />1. The applicant must comply with all home occupation standards as outlined in the City of <br />Little Canada Zoning Code, except where specifically exempted by this permit. <br /> <br />2. This Special Home Occupation Permit shall be valid until March 1, 2026. Renewal shall not <br />be presumed and will be subject to review by the Zoning Administrator. In the event of <br />written complaints, observed violations, or a change in site conditions, the Community <br />Development Director may refer the renewal to the City Council for full review under the <br />original approval process. <br /> <br />3. This permit is non-transferable and does not run with the land. It is granted solely to the <br />current property owners and for the approved use only. <br /> <br />4. Failure to comply with any condition of this permit may result in revocation by the City <br />Council. <br /> <br />5. Practices shall occur no more than once per day, Monday-Saturday, between 4:30 PM and <br />6:00 PM during the ISD 623 school year, and from 8:00 AM to 10:00 AM during summer <br />break. <br /> <br />6. No more than 25 individuals may be involved in the home occupation at any time, whether <br />on the property, on the adjacent shoreline, or on the lake. This includes participants, <br />coaches, and any other affiliated persons. <br /> <br />7. A formal written agreement must be executed between Lake Phalen Rowing and the City of <br />Little Canada for use of the parking lot at 515 Little Canada Road East. The agreement shall <br />include indemnification language and name the City as an additional insured unless <br />otherwise advised by the City Attorney. It shall be subject to review and approval by the <br />City Council. <br /> <br />8. Parking by Lake Phalen Rowing participants, coaches, or visitors shall only occur on the <br />property or at a public parking lot. <br /> <br />9. To protect the general welfare of the surrounding neighborhood, the use of megaphones, <br />bullhorns, amplifiers, or any other voice amplification devices is prohibited in connection <br />with the home occupation. <br /> <br />10. To minimize the concentration of lake use directly adjacent to the property and thereby <br />minimize the impact for adjacent property owners and to promote equitable access for other <br />users, the applicant shall ensure that on-water activity related to the home occupation is <br />reasonably distributed across the connected lake system. <br />
