<br />CITY OF LITTLE CANADA <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION #2025-7-113 <br /> <br />RESOLUTION APPROVING A SPECIAL HOME OCCUPATION PERMIT TO <br />OPERATE LAKE PHALEN ROWING CLUB AT 2612 EDGERTON STREET <br /> <br /> <br />WHEREAS, Karen Hildebrand and Andrew Hightower (“Owner”) own the real property <br />located at 2612 Edgerton Street located in the City of Little Canada, Ramsey County, Minnesota with <br />PID Number 082922120003 (“Property”); and <br /> <br />WHEREAS, the Owner submitted an application for a Special Home Occupation Permit <br />(“Permit”) to allow use of the Property in connection with Lake Phalen Rowing; and <br /> <br />WHEREAS, the Permit requests deviations from the City’s standard home occupation <br />regulations, including provisions related to parking, exterior storage, exterior activity, number of <br />participants, and non-resident employees; and <br /> <br />WHEREAS, at its regular meeting on July 9, 2025, the Little Canada City Council approved <br />the Permit, subject to specific conditions designed to preserve the residential character of the <br />surrounding neighborhood; and <br /> <br /> WHEREAS, City staff supported approval of the Permit with recommended conditions to <br />address community concerns and ensure compatibility with residential use; and <br /> <br />WHEREAS, while the proposed activity involves a different management structure than <br />typically seen with home occupations, two individuals who customarily reside on the Property are <br />active participants in the club; and <br /> <br />WHEREAS, the Property is located on Lake Gervais, and incidental lake-related activity is <br />consistent with the recreational character of lakefront properties in the area; and <br /> <br />WHEREAS, absent reasonable conditions, the nature and scale of the proposed activity could <br />impact neighborhood welfare and residential character due to its frequency, scale, and external <br />visibility; and <br /> <br />WHEREAS, the City Council finds that the conditions of approval are sufficient to mitigate <br />these impacts and maintain the intent of the City’s home occupation regulations. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LITTLE CANADA, MINNESOTA, AS FOLLOWS: <br /> <br />
