<br /> <br /> STAFF REPORT <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Heidi Heller, City Clerk/HR Manager <br />Bill Dircks, Public Works Director <br /> DATE: July 23, 2025 <br /> <br />RE: Approve Hire of Joshua Hielsberg - Public Works Maintenance I <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Approve the hire of Josh Hielsberg as Public Works Maintenance I worker. <br /> <br />BACKGROUND: <br />Following the recent resignation of the newly created Stormwater and Buildings Supervisor, staff <br />discussed the position internally and concluded that it was not the best fit for the department and the <br />decision was made to reinstate the position as Public Works Maintenance I. That leaves the <br />department set up with a Director, Utilities Supervisor, Streets & Fleet Supervisor, three Public Works <br />Maintenance I positions, and an Apprentice when the budget allows for one. The stormwater duties <br />will be split up among the PW department staff and the buildings portion will be split up for now with <br />the possibility of making one person responsible for it as a portion of their job duties in the future. <br />Staff is continuing to look for the best way to handle this. <br /> <br />The hiring of Charlie Lehn filled the position vacated by the upcoming retirement of Joe Steele so the <br />newly reinstated Public Works Maintenance I position left vacant by the departure of the former <br />Buildings and Stormwater Supervisor also needs to be filled. There were a number of high quality <br />candidates from the first interview process and staff determined that a second candidate was worthy <br />of hiring for the second open position. This would allow the Public Works Department to get back <br />to full strength quickly rather than waiting and then going through another hiring process. <br /> <br />Josh Hielsberg has worked for Precision Landscape and Tree for 23 years. He started when he was <br />in high school and has risen up the system to estimator. He has done all there is to do regarding tree <br />removal over the years and is licensed and certified tree inspector. He has a Class A Commercial <br />Drivers License and has experience plowing and operating numerous pieces of equipment. He is <br />from Roseville and his work with Precision Tree has allowed him to get to know most of the Public <br />Works and Parks staff and he knows the city well. Josh showed good poise and a positive attitude <br />through the interview process. He has agreed to start work on August 25, 2025. <br /> <br />State statute for Plan A cities states that the City Council appoints all city personnel. <br /> <br />RECOMMENDATION: <br />Staff recommends the Council approve the hire of Joshua Hielsberg as Public Works Maintenance I <br />worker, effective August 25, 2025. <br /> <br />ATTACHMENTS: <br />Updated Public Works Organization Chart
