STAFF <br />REPORT <br />TO:Mayor Fischer and Members of City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:July 23, 2025 <br />RE:Approve Hire of Charles Lehn - Public Works Maintenance I <br />ACTION TO BE CONSIDERED: <br />Approve the hire of Charles Lehn as Public Works Maintenance I worker. <br />BACKGROUND: <br />The first of two retirements of long-time Public Works employees will occur on August 8, 2025. <br />Due to the extended medical leave of two Public Works employees, on May 28, 2025, staff <br />requested Council approve advertising for a replacement maintenance worker right away. <br />Staff posted the maintenance worker I position and received 27 applications. Five applicants <br />were chosen for an interview with the Public Works Director, the two current Public Works <br />Supervisors and the City Clerk/HR Manager. Staff has offered the position to Charles Lehn. He <br />has over 20 years of city public works experience, and has done all aspects of streets and <br />utilities, along with parks maintenance. He also has carpentry and construction experience and <br />owns a construction company. He has his water and sewer licenses, a Class A driver’s license, a <br />Public Works Certificate, along with a B.S. degree in Business Management and a M.A. in <br />Public Administration. <br />Charlie’s experience, skills, demeanor and positive attitude will be a great addition to Little <br />Canada staff. <br />State statute for Plan A cities states that the City Council appoints all city personnel. <br />We are excited to welcome Charles to Little Canada (pending approval) on Monday, August 4, <br />2025. <br />RECOMMENDATION: <br />Staff recommends the Council approve the hire of Charles Lehn as Public Works Maintenance I <br />worker, effective August 4, 2025.
