<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Ben Harrington, AICP, Community Development Director <br /> <br />DATE: July 23, 2025 <br /> <br />RE: Ordinance 920 – Fee Schedule Update – Development Review Fees, General <br />Construction and Cannabinoid/THC Fees <br /> <br /> <br />ACTIONS TO BE CONSIDERED <br />To adopt Ordinance 920, an ordinance amending the City’s fees for development review, general <br />construction and cannabinoid/THC registration fees. <br /> <br />BACKGROUND <br />City Staff recommend the following updates to the City’s Fee Schedule to ensure appropriate cost <br />recovery for services related to development review and inspections. These proposed fees reflect <br />practices already in place or help formalize charges that may be necessary in the future. <br /> <br />1. Site Plan Review fee –$300 (Proposed New Fee) <br />This fee would apply to development projects that trigger site plan review under Section 917 of <br />the zoning code. These may include new construction, building additions, parking lot <br />expansions, or other improvements that affect site layout, circulation, or zoning compliance. <br />The site plan review process evaluates a variety of elements including landscaping, lighting, <br />building placement, parking configuration, and pedestrian access. While site plan review is <br />often conducted as part of broader land use applications (such as variances, CUPs, or PUDs), <br />this fee would ensure that standalone site plan submittals are subject to a reasonable cost- <br />recovery charge for staff time. Although site plan review is already established as an <br />administrative process in the zoning code, the City currently lacks a dedicated fee or <br />application, which makes the process inconsistent and difficult to administer. Establishing a <br />formal fee and process will improve clarity and efficiency for both staff and applicants. <br /> <br />2. Engineering Review Escrow – Based on Project Size and Scope <br />While the City currently collects an engineering escrow for most planning applications, this <br />requirement is not explicitly listed in the Fee Schedule, and the City Attorney is also <br />occasionally involved with the review process. Staff recommends formally including these <br />items clarifying that engineering and/or city attorney escrow will be required based on the <br />complexity and scale of each project, consistent with our current practice. <br /> <br />3. Special Home Occupation Permit – $500 (Proposed New Fee) <br />Staff recommend setting the Special Home Occupation Permit fee at $500, matching the cost of <br />a Conditional Use Permit. This will ensure that the city is able to recover costs associated with <br />processing such applications, should any be submitted in the future. These permits involve <br />detailed review and public notice similar to other land use cases.
