2 <br /> <br /> <br />4. Building Department Reinspection Fee – $75 (Proposed New Fee) <br />Staff have observed an increase in reinspections caused by contractors calling for inspections before <br />the work is ready. This results in wasted staff time and limits availability for other permit holders. A <br />reinspection fee is already in place for rental license and electrical inspections, and staff recommend <br />extending this practice to building inspections to ensure consistency. The proposed fee is intended to <br />discourage premature inspection requests and aligns with standard practices in other communities. <br />5. Temporary Sign Permit – $0 (Removing Fee) <br />The current $50 fee for temporary sign permits is no longer justified given the minimal staff time <br />required—typically less than 10 minutes per review following last fall’s simplification of the City’s <br />temporary sign standards. While the permit requirement will remain in place to ensure consistency <br />with City regulations, eliminating the fee is expected to encourage voluntary compliance and improve <br />tracking of temporary signage without burdening applicants. <br />6. Update Cannabinoid (THC/Hemp) Products Fee <br />The Minnesota Office of Cannabis Management is currently only registering businesses that sell <br />cannabinoid (THC or Hemp-derived) products, but starting in Fall 2025 will move to a licensing <br />program which will then only allow cities to “register” these types of businesses. Little Canada <br />currently licenses these products with a $300 annual license fee. The city will have to change to a <br />registration system just like what the state allows for cannabis businesses and will also have the same <br />fee amount limitations of half of what the state license fee is. <br /> <br />RECOMMENDATION <br />Adopt Ordinance 920, amending the City of Little Canada Fee Schedule for development review, <br />general construction and cannabinoid product fees, and approve publication of a summary ordinance. <br />
